Array Incosistences in 4.61.915

When logged into server and performing a status as any user other than root you will receive

Inconsistent array : the servers report different array membership.
If an array operation has just been performed, it is complete when
all servers report the same array membership.

But when you switch to user root 

Array members (1):
 - (primary): Accepting secure connections.
 - Webtop sessions (0):
 - Emulator sessions (0):

Is this a bug or a permission issue in the directory?
