ORA-12631 Error while connecting

I am getting ORA-12631 error while connecting to the database as SYS.

This is happening only when I connect to the database after starting the servies with "Logon as" service account. If I start the Oracle services with the local system account, I am able to connect to the database without any issues.

My DB version is 11.2.0.1

I have rebooted the server couple of times also.
