PDBA History Retrieval Flag being ignored

We have a PDBA setup to use Hours from the previous month, a table code of H1 and the History Retrieval Flag set to a 2 (the Company Options are set to look at the PDBA level).  We had a tax id change in the middle of the month.  However, when we run an Interim or a pre-payroll it ignores that flag.  We have 74 hours under each company tax id.  The table says that if 133 hours than 373.77.  If I put all the hours under one tax id in pdba history the calculation works.  Customer is on 9.0.
