Using the My Oracle Support Portal (MOSC)

Users not able to download oPatch patches, but can download other patches.

I am the MOS administrator of our CSIs and have many tied to my MOS login.  Most users only have our main central CSI that has many products tied to it.  Users who only have the one CSI download many types of database patches fine, but when trying to download 6880880 for a version of oPatch, they receive:

You do not have permission to download patches.  Request permission from your company's My Oracle Support administrator.

I view their MOS login and it clearly gives them the ability to read and update SRs and download patches.

Anybody else seeing this issue? 

If they need a particular product that isn't in the CSI they have, how can I find out what CSI to give them for this, and why is oPatch extra sensitive?
