Actual Setup Hours not calculated:JDE World Version 7.3

I am running JDE World Version 7.3 and have run into a problem.  Until now, in our manufacturing routings, we have only filled in labor hours.  We want to add set up hours to the routings, but when I do, the Actual Setup Hours are not being calculated (I am looking in F3112.WLSETA) although the Setup Labor (F3112.WLSETL) is there.  We have some custom programming, but I need to verify that it is not some setting somewhere else before I can get the program evaluated.  Ideas?
