Data migration from R11.5.9 to R12.1.3 (Latest release)

 We are currently planning to upgrade or Re-implement from R11.5.9 to R12.1.3.We are only using Receivables and GL. 

1) If we choose the Re-implementation path, how we would migrate our existing data of customer and Invoices from 11.5.9  to Oracle EBS R12.1.3. Do Oracle provides any API? What methodology we should use?

2) If we choose the upgrade path. Then also we have to migrate some data from 11.5.9 to 12.1.3. What is the best way to transfer our customer and Invoice data.
