Custom Responsibility Support for Mobile Field Service

In 11.5.10, does Oracle Mobile Field Service/Laptop support custom responsbilities similar to Forms ? For example I see there are two possible seeded responsibilities: Oracle Mobile Field Service/Laptop and Oracle Field Service / Laptop Custom. We would like to be able to create different versions for each operating unit, again similar to what we can do for the Forms responsibilities. I know it isn't supported for Oracle Field Service/Palm.

What are the differences between those two seeded responsibilities?
