issue with Rate Start Date changing after designating dependents in Advanced Benefits

I'm having an issue with a rate start date changing in Advanced Benefits.  When I enroll an employee in a medical plan the rate start date is correctly determined(04-AUG-2011), but after I designate a dependent for the medical plan it changes the rate start date to an incorrect date(26-AUG-2011).  Has anyone encountered this issue and if so, how did you fix it?
