Query on PA_EVENTS_V returns no data in Release 12.1.3

I am trying to troubleshoot a discoverer report that is not returning any rows. This reports uses PA_EVENTS_V view and when i try to do a select * from PA_EVENTS_V in SQL in Release 12.1.3, no rows are returned. Any ides what is wrong and what needs to be done. This view returns rows in Release 11.5.10.2 and this happens only in Release 12.1.3
