strange heartbeat failed error with 12154

I have a dataguard enviroment in 10g.

I have upgraded prim database from 10g to 11g. However it couldn't connect to standby after the upgrade.

It keep giving me heartbeat failed error with 12154.

the standby database is started by 11g. And I am able to tnsping, sqlplus to standby database from primary server. So that means the listener, and tnsnames are worked fine.

So what could be the problem?

Any help is appreciated.
