BIP reports not being retrieved by Oracle Retail Workspace

A user has been given Oracle Retail Workspace permissions and within the application permissions to see Reports > BIP reports in Workspace version 13.1.2.17.

The link in Workspace is configured like this (in retail-workspace-page-config.xml):
