Repot Manager Templates - How to assign to multiple FSG reports

We are moving from Desktop ADI Web ADI and Report Manager and having issues with Report Manager.

We have always had in each region couple of themes and each of these themes couild be used by different and multiple FSG's.

In report Manager it seems that each FSG Template can only be used by one FSG report. Is that true?

Is there a way to do the setup so that each FSG template we setup can be used by more than one FSG Report?
