Running Translation as part of historical conversion

We are planning to convert 1 year of historical balances and are running into issues when running translation as translation only runs when the CCID's exist in both the primary ledger and translated ledger.  Is there a way to load this histrorical data WITHOUT running translation - the first time we would want to run this would be after we cutover to our go live.  We are using Oracle 12.1.3 and this relates to the EBS Financials General Ledger.  Thanks for any input.
