Start with Requisition Workflow in FCSM 9.0 PT 8.48 or wait until upgrade to FCSM 9.1 PT 8.51?

We are currently on FSCM 9.0 PT 8.48 and are planning on implementing Requisition Workflow using Business Unit and Deptid as Route Control. We will be upgrading to FSCM 9.1 PT 8.51 beginning next year. We are wondering if we should implement Workflow now in 9.0 or wait until after we are on 9.1. If we implement in 9.0, will we be able to take advantage of all the changes in 9.1/8.51 or will be have to redo the Workflow to take advantage of the changes? Has anyone who used Workflow in 9.0 or earlier versions upgraded to 9.1 and made changes to their Workflow?   We do not have eProcurement.
