BI PUblisher access in a clustered, SSO configured enviornment

We're experiencing inconsistent problems in this environment when we access Bipublisher from presentation services after configuring the environment for SSO. Sometimes it works fine, other times we get the following error:
Oracle BI Publisher Enterprise
Reporting Login: Login failed: Please contact administrator for your username/password.
Error Details
Error Codes:

We registered an OID user that is also an admin user in the repository as the bipublisheradmin alias in the credentialstore.xml.  I've also tried registering the admin user but that doesn't work either. 
Any ideas how to get this to consistently work?
