11g Broker and standby redo logs

Hi everyone,
About "standby redo logs", my understanding is if we use LGWR for log transferring, then we will need it, but if we use ARCH for log transportion, then we don't need to set it up.
I have a DataGuard environment in 11g. There is no "standby redo logs" setup for it. I am able to do manual switchover, or failover.
However when I setup broker for it, I always get warning to remind me to setup "standby redo logs". I tried to ignore the error message, but when I try to switchover in broker, it failed:
