eLocation integration with OTM

I am trying to research how to integrate OTM with eLocation (hosted at Oracle not locally).  What I am looking for is a step by step process on how to do that.  As part of the installation documents supplied with 6.2, the Administration Guide instructs me to refer to the External Programming Interface Guide.  The External Programming Interface Guide describes in general terms what the steps are for setting up the JAVA Class (for the External Distance Engine), what the Input Classes, Output Error Handling, etc.  However, I have not come across anything that explains all of the steps that
