Payments Manager Performance Issue!?!

We are having a huge problem with performance when opening the Payments Manager.  For the most part it takes over 2 minutes to open.  Has anyone else experienced this?  We have applied patches that have been suggested by Oracle.  No help.  Does anyone else have a suggestion?  How did you solve this?

we are in Ebus 12.1.1.
