After XDOLoader/FNDLOAD upload, there are no new rows in XDO_DS_DEFINITIONS_B and XDO_TEMPLATES_B

I am trying to migrate BI Publisher reports from one environment to another. The download completes all right, I transfer the files to the other environment and I launch XDOLoader and FNDLOAD in upload mode. The files appear correctly in XDO_LOBS, but not in XDO_DS_DEFINITIONS_B and XDO_TEMPLATES_B.
