"CPU + Wait for CPU" event as Top session

I see the following event as Top Session. What does this event mean in my 11g database?

I also see good amount of I/O on LGWR and DBWR. Any precautions? Current redo log size is 300 MB , with 4 groups.  (log switch happens for every 3-4 mins).
