Project Billing Deliverable populating Event Description inconsistently.

Project Billing Deliverable populating Event Description inconsistently.

When a  Billing Deliverable is created, the event form gets populated including the Event Description field. However, the Event Description field is getting populated sometimes with the Description entered for the Deliverable and sometimes with the Billing/Event Type used in the Deliverable.

I would appreciate if anyone could shed some light on how the Event Description field gets populated from Deliverables.
