Getting Errors When Running R47121 - Inbound Edit/Update for Product Activity Data - Transfers

I am running the Inbound Edit/Update program for Product Activity Data.  When I do this for an Adjustment (IA) transaction, the UBE completes, and there are no errors.  However, when I run this for a Transfer (IT) transaction, the UBE completes, and the EDI Successfully Processed (EDSP) flag on the Header (F47121) and Detail (F47122) tables is set to 'Y'.  But the Transfer transaction does not build the records in the CARDEX (F4111), or adjust the records in the Item Location (F41021). 

The Work Center reports that the job 'Successffully Completed'.  Also, the PDF report indicates a 'N' in the first column, indicating no errors.  I added a PA Code of 'TR' to UDC 47/PA, and it has a value of 'T' for transfer in the Description 2 field.  Does anyone have any ideas of why the R47121 is not processing the Transfer transaction properly?
