Existing R11i Location as Legal Entity and Purchasing Location in R12 ??

Is there any issue with an existing R11i location being a Legal Entity as well as a Purchasing Location when Upgrading to R12.1.3.  The location has been used for transacting in Purchasing and the Legal Entity checkbox is checked in HR Locations.  The State value in the Brazil International Address is erroring.  I have found the note on where to setup the address DFF now to change it for the Legal Entity.  However, can it still be used for Purchasing after it is changed or should Legal Entity locations not be used for Purchasing Locations?
