upgrade broker from 10g to 11g

I am trying to follow Oracle DataGuard Broker mannual (E17023-05), Chapter B.2 to upgrade my broker from10g to 11g.

Environment: Primary and standby database in 10.2.0.4 (/etc/oratab point to 10.2.0.4 for both databases)

Borker was configured in 10g and worked fine.

Followed the steps in B.2 to upgrade from release 10.n and 11.1 to release 11.2

Disabled the configuration, and disable the log shipping, copied the configuration files from 10g to 11g. setup environment for 11g, and started up dgmgrl

at step 5, got error below:

DGMGRL> show configuration
Error:
ORA-01034: ORACLE not available
Process ID: 0
Session ID: 0 Serial number: 0
 
Configuration details cannot be determined by DGMGRL
