Regarding Soap Header in outbound web services

Hi pals,      I have a requirement where I need to consume a WSDL and send a Siebel Message with about 43 fields, and in the Soap Response receibe a hierarchy with Order Line Items info to be updated in Siebel,  I have never done this before, so I was researching and people that know about this process try to help me. But they first told me that I need to create a Soap Header for the request, other told me that is not necessary, only by changing the Siebel Message tag with the IO name of the Proxy Business
