Requrired setup to bill in CAD for a USD company?

We are a 11.5.10.2 with Proejcts FP M. wih USD as functional currency and US set of books with a few projects in Canada and do not want to set up a seperate SOB/OU etc for Canada.

But,We have a requirement to bill in CAD for those projects which can be done by changing the invoice currency in the Project Customer form. However, the users now also want to be able to quote for the projects in CAD which requires entering the agreement in CAD and generate/baseline budget accordingly.

I would appreciate if anyone can sugggest what all set up is required to address this correctly. I am running into some budget/funding amount mismatches.
