How to monitor an Oracle db and web application alive?

Dear Oracle,

My Oracle DB and Oracle application are on Windows 64bit 2008/2003. I have an Oracle PL/SQL web application.

Could you give me suggestions to monitor my web application? I need get alter immediately when some thing happens.

1. DB shut down

2. Unexpected reboot on Windows system

3. And any reason when my web site is down.
