Session #### blocking 1 other session

What is the best way to go about troubleshooting what caused the 'blocking'?   For example

Workflow process indicating "Session 1377 is blocking 1 other session"    12/23: Received message "Session 1377 is blocking 1 other session" in database alert log on 12/22/2010 at 8:14am.    Session 1377 had an exclusive row lock on table HR_API_TRANSACTIONS.  The following values were returned from the locked row by querying the HR_API_TRANSACTIONS table by ROW_ID = 00012D35.000C.005A:    TRANSACTION_REF_TABLE = HR_API_TRANSACTIONS  TRANSACTION_REF_ID = 1,783,624  TRANSACTION_TYPE = WF  ITEM_TYPE = HRSSA  ITEM_KEY = 108703  SELECTED_PERSON_ID = 2745   PROCESS = XXHEC_QUALIFICATION_JSP_PRC
