Bidder is able to attach even after RFQ closure and Bid submissiion

Bidder is able to attach even after RFQ closure and Bid submissiion

1) In our oracle instance, Attachment is available before closing and after closing of RFQ for bidders.
2) No personalization has been done to enable attachments. We are using out of box functionality.

Please advise if anyone has any ideas. We are on 12.1.1 and using sourcing module.
