Approval of GL Account added in value set before it can be used

We have a business requirement for approval of GL Account added in value set before it can be used  - 

Example - ABC adds GL account in value set, system sends approval alert to his/her supervisor XYZ who then approves it. Once notification is approved, GL Account can be used in transaction or journal entry

Is this feature available in Oracle GL. Any inputs received on this would be greatly appreciated
