Determine what rows are selected by user

Is there a way to determine which rows are selected on a form with Forms Personalization or custom.pll?  We have a requirement to add a "Mass change" feature to an Oracle Applications standard form that does not currently have this functionality.  We need the ability for the user to query multiple rows on a form, either select all the rows or some of the rows, go to a menu and have the ability to modify only the rows selected.  Has anyone achieved this with Forms Personalization or custom.pll?
