PO in status Requires Reapproval or in Process allows lines to be received

We are on 12.1.1 .

Is it standard functionality to be able to receive  Purchase Orders that are in Requires Reapproval or even  In Process Status?In this particular case the PO was approved and then some lines changed on it and made the PO go to Requires Reapproval Status .Receivers were able to receive  lines that were NOT changed while the PO was in this status.

Next the PO was submitted for approval again and was in IN PROCESS status and while it was in this status receivers were still able to receive the lines that were NOT changed.

Is this behaviour as per standard functionality?
