DBLINK Error PL/SQL: ORA-04052: error occurred when looking up remote object

Hello

I have a dblink in a package and i am compiling it and recieve the error below.  The package is being compiled on a 9.0.2 database and the dblink is connection to a table on a 11.0 database.  HELPPPPPPPPPPPPPPPPPPPPPPPPPPPPPPPPPPPPP.  I am a developer and my DBA team havent had any answers

         ORA-00604: error occurred at recursive SQL level 1

         ORA-03106: fatal two-task communication protocol error

         ORA-02063: preceding line from WSS_DBLINK
