WA Workers Comp for some employees and not others

I have been trying to set up some of our employees so they do not pay the EE portion of the WA Workers Comp while others do.  So far I have not been successful.  I have different Job Types and WC Codes but I am seeing the driving force as the DBA I set up for those that do pay is calculating for all employees in work area 48.  I can't stop the DBA at the DBAI level - not allowed. Does anyone have the fix for this?  I would appreciate any help.  Thanks.
