data and datacomp folders are not created

Hello Everyone!

I am building a full for my new environment but after the full finishes i realize that the data and datacomp folders are not present on the

/e900/QA900/package folder on my other environments this folder si present and apparently contains the local specs.

Does any one know how these folder is generated and how can i do to generate it or if i have to copy it from another environment or something like that?
