Compile error in hidden module module-starter

 Hello,         I have just installed BI publisher, whenever i click "Log On "i received the subjected error.
i have tried many available solution i.e 
1)  I  tried uninstalling and installing Microsoft Office and BI Publisher.
2) Changed language through All Programs -> Oracle BI Publisher Desktop -> Template Builder for Word Language.

Also i have seen that there is no KB936021 security Updates.

Please let me know , if there is any solution or any helpful idea
