Oracle 9.2.0.1 Error on write to control file

I have a 9i database that is working fine except I get these errors when trying to write to the control files. the database data is avaliable to users fine also.

the database is running on a Windows 2000 Server.

I have had the virus software turned off.

I have not found any disk corruption.

How can I figure out what process has the file locked?

Any help would be appreciated.

SQL> create tablespace "EI2010" LOGGING DATAFILE 'D:\ORACLE\ORADATA\AIR\EI2010.ora' SIZE 30M EXTENT
  2  MANAGEMENT LOCAL SEGMENT SPACE MANAGEMENT AUTO;
create tablespace "EI2010" LOGGING DATAFILE 'D:\ORACLE\ORADATA\AIR\EI2010.ora' SIZE 30M EXTENT
