Add a primary location to an existing branch plant in JDE 9.0.

We are trying to add a primary location to an existing Branch Plant and assign items to the primary location we want to add.  When we try to add a primary location to an item that is already in a secondary location, we receive the error message that we can not add because a primary location has not been setup .  But we can't setup a primary location because we already have the item in a secondary location.  Very confusing.  Does anyone have any suggestions on how to create the primary lcoation?
