Hold Code Inventory Allocation

What hold codes allocate inventory?  When an order is entered and it goes on any kind of hold is the inventory allocated to that order at the time of entry?  Or does it not allocate until after the hold is released.  We have several different types of hold.  Obvisouly PH ship complete which I know holds inventory.  We also use C1 for credit, M2 for margrin hold
