Web ADI upload issue to our new multi-org GL COA

We have implameneted another Oracle GL multi-org instance in our 11i developmenet instance. As part of this new mulit-org we are trying to upload some GL transaction via Oracle Web ADI application. Howvere, we are getting the following error. I wonder If anyone came across of this issue and can assist us with this issue. We do also open a SR with Support and have not yet receive any solution as  of yet.

I also checked the Oracle tnsname file and all the entry is correct for the serve we are trying to connect to.

Here is the error message:
