Using MS Excel templates for eBusiness Suite R12.1 produces gibberish output

Hello,

We applied patch 12415414 to enable us to use MS Excel templates to create BI Publisher reports in our R12.1
instance of eBusiness Suite. However, the concurrent request output cannot be read and appears to be gibberish.
When I preview the template under XML Publisher Administrator and the concurrent request republish screen,
the output is just fine..

We are on R12.1

Ran "XML Publisher Template Re-Generator" using Regenerate 'ALL' for parameter.
The log file does not show the MS Excel template being regenerated.
The concurrent program executable is JCPRTF2XSL - which only looks at RTF templates.

Question:

How to re-generate Excel templates.
