No Labor Bill Rate rejection

A cost/work project is generating revenue but some Labor Expenditure items remains with the Revenue Distr Rejection=No Labor Bill Rate  and Revenue Distributed=No

the Job Rate Schedule does not contain lines. I did a test entering a bill rate override for one of the employees and did not generate more revenue but the Expenditure Item is now Revenue Distributed=Yes

so I just want to confirm if all user needs to do is enter the Bill Rate override for each employee?
