Menus not showing in Arabic after Arabic Language installation

Hi All,

recently we installed Arabic lanague and deployed full package, but still menus are showing in English with ?????? sign and also in reports data is showing with ???? | | | | |  signs.  can anyone please help me what is problem what i need to do.

we changed language in user profile to arabic and right to left.
