How to fix report title on all the pages using XML template (Excel).

In FSG reports, we are using MS Excel as a XML template. We want to print the report title on all the pages. We can achieve this using MS Excel native feature, but the same doesn't work when we convert the output in PDF or HTML.

Question is:

1) Can we achieve this using Excel Template in XML publisher (BU Publisher).

2) Right now while setting up FSG reports,  it show only Excel as a XML template option and not .rtf . Is there a way we can enable .rft and handle this situtation through .rtf template.
