PAY: Unable to set up Labor Distribution Clearing Account for a new payroll

Hi,

We are on Oracle HRMS R12.0.8, Oracle financials R12.0.4. 

Recently we have a need to set up a new company, which means a new GRE/payroll in Oracle HRMS, and a new OU in Financials.

While trying to set up Labor Distribution for the new company, we noticed that the new payroll name is not displayed in the LOV of the "Payroll Name" field on  the "Clearing Account Setup" window. A clearing account is a required setup in Labor Distribution for the new company.

I am thinking there must be some steps that I missed.  I searched myoraclesupport website and couldn't find any useful info.
