OTL: Can I enter time for Contingent Workers if I donot have Oracle Projects

Hi,
I am trying to enter time for a contingent worker from the Timekeeper PUI form. The list of values which displays list of OTL Elements for an Employee, has no entries for a Contingent Worker. This stops us from entering time for a contingent worker.  I guess it is due to Payroll Elements cannot be assigned to Contingent Workers.
If this is true, how can I enter time for contingent workers? 

I donot have Oracle Projects. Also time is entered only by Timekeepers and Self-Service is not enabled in OTL.
