System Not Generating Withholding Tax Invoices

Hi Gurus

I need your help as I faced this issue for the first time in my implementation life as system not generating Withholding Tax invoices at the time of payment

system deducting WHT normally which is set at the time of Payment, system deduct WHT normally but not generating WHT invoices.

Kindly help me with your experience if anyone faced the same problem, I have also raised the SR but your Expert opinion / suggestion is required.
