Database Control Fails to Start after patching

I installed Oracle Enterprise 10.2.0.1 on a standalone machine running Windows Server 2003 Enterprise with SP2 and all was ok including database control.

I then followed instructions to patch to 10.2.0.5 (successful) and upgraded the database.  During upgrading the database i got an error "Error starting Database Control".  The log file finishes as below:
