java.lang.NullPointerException when run RTFTemplateGenerator

I got the following error message when I try to convert the report layout to RTF template .   Does anyone have idea?

The report is GLRGNL.rdf originally from Oracle e-business Suite R12.1.3, I customized the report in Report 10g and save it as SJ_GLRGNLDEPT.rdf ( create extra one repeating frame ).  I was able to convert it to xml via command rwconverter.sh  and Data template Generate afterwards.  However, error comes out on Layout convertion.   I execute the command on Sun OS 10.  The report SJ_GLRGNLDEPT.rdf is running comlete successfully in R12.1.3 character mode report ( the old style report) .
