Patch apply issue

I am trying to install one patch and I am getting the following issues at the pre-requisite checks:

Following files are active :
                       
\oracle\app\product\11.2.0\dbhome_1\bin\orageneric11.dll
       
\oracle\app\product\11.2.0\dbhome_1\bin\oraclient11.dll
                           
 D:\oracle\app\product\11.2.0\dbhome_1\bin\orapls11.dll
                           
 D:\oracle\app\product\11.2.0\dbhome_1\bin\oraxml11.dll
                           
 D:\oracle\app\product\11.2.0\dbhome_1\bin\oranhost11.dl

I have shutdown the database ,stopped all the Oracle related services and Distributed Transaction Coordinator service as well.

I am running "opatch apply" command from O_H\Patch_number folder. I already set ORACLE_HOME and ORACLE_SID .

Any thoughts ??
